Important legal information before submitting your request

Law No. (9) of 2022 Regulating the Right to Access Information sets out the procedures for submitting and processing requests for access to information, the applicable timeframes, as well as cases of refusal and grievance procedures. Below are the key points that applicants should be aware of:

  1. Ministries, government bodies, authorities, and public institutions affiliated with any of them.
  2. Associations, private institutions, and other entities that carry out public-benefit activities.
  3. Companies wholly owned by the State, or in which the State contributes 51% or more of their capital.
  4. Other entities designated by a decision of the Council of Ministers.

You may request documents held by the entity. Your request will be evaluated in accordance with the provisions of the law regulating the right to obtain information.

Important Points
  • The request shall be decided upon within 15 days from the date of submission. This period may be extended for a similar period, depending on the nature or volume of the information requested.
  • The applicant shall be notified of the outcome within 7 days from the date a decision is made, whether the request is approved in full or in part, or refused, with reasons provided for the refusal.
  • In urgent cases where waiting for the standard response period may result in actual harm to the applicant’s personal or financial rights, the request shall be decided upon within 2 days.
  • The applicant must collect or receive the information within 7 days from the date of notification of full or partial approval; otherwise, a new request must be submitted.
  • Non-personal information obtained through a request may not be published without obtaining permission from the concerned entity.
  • A request may be refused in certain cases, including where the requested information is unavailable, exempt from disclosure, already proactively published, the request is unclear, or where necessary circumstances prevent the request from being fulfilled.
  • If the request is refused, the applicant may submit a grievance within 30 days from the date of notification of the decision. The grievance shall be decided upon within a period not exceeding 15 days.
